Latest kernel pointing to where?

Where does this point to exactly?

As I understand it, it always points to the latest stable 32-bit kernel. I want to use a kernel that points to the latest stable 64-bit kernel as I'll be running the Debian 5.0 64-bit edition.

Can you create a pointer that points to the latest stable 64-bit kernel?

Can you also create a mailing list I can join to get notifications about kernel (security) upgrades for your kernel I am using?
