So Apache2 uses u/g www-data:www-data. I want to set it up so people can upload to that directory, but I want it to go to those permissions when they upload, so it can still be modifiable by the webserver.

Is this possible?

Yes, read the manuals/documentation for your FTP server of choice.

I read through all of vsftpd and I couldn't find anything... Unless I am just totally missing something

Take a look at the chown_uploads config option.
