Hello.
I am a newbie on setting a server.
When I follow the guide from the library, I have setup ISPConfig as my control panel. However, my pages and phpMyAdmin become 403 after installation. Can anyone tell me one and help solving the problem?

Check your apache logs, I'm thinking your web server doesn't have read access to wherever php my admin is installed...of course it could also be a host of other things.
