Maybe this problem is already note, but i hope that this can help someone.
The official package present in etch mirror of clamav-daemon + clamav-freshclam have some problem, when fresclam try to update the databases of viruses the vps cpu going to 100% for a long time

You have to use the volatile etch package that fix the problem.
Add to your /etc/apt/source.list the follow line

deb http://volatile.debian.org/debian-volatile etch/volatile main contrib non-free 

then

apt-get update
apt-get install clamav-daemon clamav-freshclam

after that update the definition manually

freshclam
