If I have two linodes, is the outgoing bandwidth shared like the transfer limit? So that each of them is now able to handle bursts of 2gbit/s while the other is idle?

No, the throughput limit is per Linode.

Follow up question - does this 1gbit/s limit also apply to local traffic between nodes in the same data center?

Yes, because it's applied at the network interface level.
