Just to check, which datacenter will I be hosted at if i sign up now.

I personally don't like the Planet, so is HE net avaliable? or how about the other datacenter?

Hello,

The sign-up system will allocate your account to the emptiest host for the plan you select, regardless of the data center. If you're not happy with where it ends up, shoot us a ticket before you deploy anything and we will get it moved.

PayPal does virtual credit card things for those in the US (I think), and I'm sure there are other virtual credit card services out there...
