Right now I see the only availability for the 360 Linode is in New Jersey. If I were to sign up for that now, would it be possible to transfer the Dallas location when there was some availability?

Yup - for sure. Your IP will change, though, whenever you move between datacenters.

Just submit a support ticket and they'll queue up the migration.

I am actually looking to move to the NJ location and am currently in the Dallas location, so there should be one freeing up shortly.
