How to I directly acquire IPv4 address space allocation?

I want to know how to directly acquire IP address allocation bypassing server farms and colocation centers.

I want to be directly issued IPv4 IPs so that I have complete control over allocation, either for my home server or my own small datacenter.

For example, say that I wanted to acquire several /24 subnets, but I want direct and full control over it, as opposed to renting it through a datacenter of which they have full control over my IPs.

You need to contact the appropriate Regional Internet Registry for assignment. Requirements tend to be strict due to IPv4 exhaustion. Or you can try to buy them on the open market. You will still need someone to announce your routes or get an AS number and announce them yourself.
