How can I limit the bandwidth of the server?

I want to limit my VPS bandwidth. Because a lot of people often download large files through my services. I can't control traffic consumption per month!!!

Is there a good way to limit the speed of the network card? My system is CentOS, I want my network card to work at: Unlimited download speed,20Mbps upload speed limit
