how can i limit bandwidth usage for each user? I'm not using any control panel software. OS: Centos5

Simply.. User: /home/foo is will not be able to reach 50mb diskspace and 250mb traffic usage.

For this i need to measure ingoing and outgoing traffic. How can I do that?

Do you mean HTTP traffic, or FTP or email, SSH etc?

If HTTP are you using apache?
