How to boot Linode with network disabled

Hello,

Question:

Is it possible to boot a Linode with all network connections disabled?

Specifically, for an Ubuntu 16.04 Linode.

Reasoning:

"Do not plug to the Internet until ready" - from section 3.3 of the Securing Debian Manual:

Attempts made so far:

[1] Disable Network Helper / Auto-configure networking

Result: Linode had internet connection after boot.

[2] Boot in single user mode (Linode configuratio profile)

Result: Linode had internet connection after boot.
