what's the different between this two network usage?

why the first is 239GB and the other is 1000GB?

but one says 238G, another says 1000G, why is that

Prorated means adjusted calculation because the Linode was not alive at 1st of month. When you set up a new Linode, in the first month you pay for - and get a quota for - the days remaining in that month, and not the whole month. On 2nd month, the "prorated" note will disappear and you will see the quotas exactly equal.
