I would not suggest to block 'ru' or any other particular languages 'cn' for example. You can do it temporary to stop the attack for the moment, but unblock it after attack is gone.
Nginx, CloudFire probably the good choice. You also have more expensive solutions from VeriSign for example.
Also I would suggest to have more then one WEB servers, and one or two DB servers. You will need to configure load balancer for it.
It will not stop the attack, but it will help you to survive it.
