Is anyone aware of a web form (other than webmin/usermin) to allow my FTP users to change their password? I don’t like doing it for them, and I don’t want to give them shell access.

Directadmin? If you're looking for a script purely to change the passwords, no clue, but tools like DA/Plesk etc all have it and are used a lot by shared webhosters so their users can change passwords.

There is also usually a 'chpasswd' command which is designed to do the needful without having to muck around with expect, etc.

And yeah, "input validation" isn't exactly a showcase feature of PHP, so be careful.
