Looking to setup high powered VPSs to host 10 - 20 clients each but cPanel doesn't seem good as it doesn't support Passenger and the latest Ruby & Rails versions.

Any suggestions on what control panel to use? What do you use if you are doing something similar?

The control panel needs to limit their allowed storage, bandwidth, etc.

Have you looked at virtualmin?

It'll definitely allow you to manage quotas etc, and probably in this instance you'll be able to get-by with the free edition.
