If I create and image of my VPS. Is it possible for me to download the image for safe keeping on my local machine ?

I'm asking this as I'd like to backup my VPS every now and then. I don't need the backup service.

Yup. Easiest way is to add a new Linode, clone the image onto it, boot into Finnix on that Linode, and then either use dd or mount it and use rsync. It's like migrating a server to your Linode, but in reverse. (Destroy the temporary Linode when you're done.)

Efficiently downloading a 24 GB disk image, and figuring out how to restore it, are exercises for the reader.

yes cloning the image and boot into finnix would be the ideal way.
