Report from Newark:

At approximately 10:45 PM EDT our monitoring system reported sporadic latency in our network originating from the TL9 node. At this time it appears one of our backbone routers Tbr1.tl9.nac.net may have experienced a software issue that caused most of the routers BGP peers to flap. Customers may have seen a 15 minute period of latency to some networks as BGP reconverged. As of now the network is stable. We have a case open with the vendor and are trying to find the cause of this issue. We will provide more updates as they become available.
