To get a bit more specific, the "protective device" prevents the breaker from being flipped by hand (or falling conduit) unless the device is removed, while still allowing the breaker to trip if necessary. It was also explained that due to the high voltage these particular switches must not be placed within a closed box due to code. The switch(es) are indeed located within a locked service cage.
