Reboot from SSH does a shutdown, not a reboot. In order to do a reboot, you need the Linode control panel. As long as you don't attempt a reboot or shutdown during the downtime, you should be fine. A minor point, but one that could bite someone if they're not careful.
"reboot" from inside your Linode does a halt/shutdown and there won't be a way to boot it back up until the db/webserver comes back online.
I'd anticipate downtime to be very short, probably two short reboots, and potentially one longer (10-20 minutes) while only the data that changed from the previous reboot is synced to the new drive. So, even if you do find yourself in that situation it will only be a few minutes that the site is unavailable.
Issuing a shutdown, boot, or reboot via Lish will have no effect while the db/webserver is down, since it inserts jobs into the queue just as the LPM (control panel) does.
