An idea:

Can Linode allow users to set preferred scheduled migration/restart time boxes? ideally per account / group of hosts / individual host.
For example I would say for my VPS group, scheduled migration time would be always between 2 and 4 am so it minimizes the impact of these restarts on production application (would still like to be able to change that)

Probably not since there are other users on the Linode you use and they will have different preferences.

Migrations go in a queue, so even Linode don't have exact control of when they will occur -- it depends how long the actions in front of you in the queue take.

If you have a migration scheduled in the future, you can enter the queue any time before that at your leisure. You are entered in to a queue, but in most cases your migration starts within a few moments if not immediately.

For reboots, there really isn't much we can do to schedule those as everyone has different preferences. Try speaking with our support staff to see if we can come up with an alternative plan that works for you.

If maintenance is also included in this point, a main thing for me would be avoiding maintenance in multiple data centres at the same time (like when Dallas & London were put in maintenance at the same time the other week). If it has to be done, at least why would be helpful.
