I'd like to automate the creation of linodes (including specifying a stack script to use on the linode, complete with values for the stackscript's variables).

Is there any way to do this, or is it on the todo list for APIs?

Use linode.disk.createfromstackscript instead of linode.disk.createfromdistribution, and whoomp! - there it is.
