Does Linode charge taxes to some states or VAT to European countries?

Linode is non-EU so there are no European VAT to be paid.

Then I recommend you read recent regulations. VAT needs to be charged, even by non-EU companies, to EU customers... Strange but true (only on intangible electronic services)... Fortunately, not many firms do this yet :)
