The PlanID parameter for avail.linodeplans() isn't working as advertised.

At least it knows it needs to be numeric...

I have noticed this part of the API doesn't work as expected. Although I don't get an error, I just don't get a limited list of plans when I pass a PlanID into the method.

Instead I get back the full list of all available plans.

Not a blocker, but I thought it should be mentioned.
