I'm in a situation where I have two linodes under one account. I will soon need to transfer one of those linodes to someone else.

I know that I can set up a user and give them full access to the linode, but I'd really transfer the billing as well.

Is this supported or is the only option to get a new linode and manually transfer all of the services?

I'd suggest opening a support ticket, I'm sure they can sort it out for you.

You can open a ticket to have us make the changes for you, or you can follow this guide in order to transfer your disk images to the new account:
