On the balancer's page, a notice will appear if there are pending changes. Note that changes are pushed out just about every minute.

Thanks - very helpful. Changes do get deployed pretty quickly, so this probably isn't as important steady state, but when setting things up/testing it helps a lot to remove any uncertainty as to when it's ok to re-issue client requests after changes.
