after experimenting with adding dome9 I purged the package (dpkg -l shows no dome9agent).

But now I am unable to access ftp. And after repeated attempts trying to access I cannot even access webadmin. which may offer a way to get at ftp

any advice?

Check to see that your ftp and webadmin are running with netstat -plnt. Then check your firewall settings with iptables -nL. I'm not familiar with dome9 but it is possible that dome9agent left behind some iptables rules even after you got rid of it.

As @retrograde inversion say, I do not think your problem has to do directly with dome9 rather double check your cpanel (if available) to make sure everything is working properly.
