I've never seen this before so not sure what's happening.

Code:
netstat -lup
just shows "-" in the PID/Program Name column

Code:
ss -uap
doesn't show any processes either.

The UDP port in question is 8472. I'm hoping this has something to do with linode infrastructure / cisco routers :)

You'll need to sudo to get the process info:
